Is the Cobalt-60 found in the container within the bank vault safe to handle ? My dosimeter jumped to 1 mSv point blank

I had no problem taking it straight home and putting it into storage.

Does it irradiate your character at all ? Do the doctor check up on radiation come up positive ?

I didn't check, but didn't notice any irradiation. I had the same experience when I encountered polonium; straight into the backpack and dodging police to get home. Then straight into the locker. No radiation sickness that I noticed.

it's contained within the container. if you really want to get irradiated, you have to break the container
