I assume the stalsburg flag storage part of the code is 5, but it isn't entirely clear with the signs. The only bricked up apartment in Deerkula C is the same as the weird lights one, right -- C '1'?
You get money from the government every week, that's why your account has money now. I think the initial amount from previous versions has been removed, but they put in about 100 RM a week.
Of course, any scam invoices you sent previously would have had the bank details for your old account, so you won't get the money from them.
The good news is that you still get weekly deposits of 100RM so just let it sit and the interest will stack up for a rainy day
Also, note that when you call the bank at the start of the quest, you have several options to order the card, like "my card has gone missing" and "i need to order a new card". Could it be that those options lead to different outcomes? One giving you a new account, the other giving you access to your existing account? I think i remember choosing "i need to order a new card".
