Where can you find a recipe for basic turnip mash or something else? I only have an obscure mushroom carrot recipe.

There are certain spots where you can find mash recipes that sometimes respawn with new recipes.

Like how there are sometimes new recipes on the tables in the Capsule Hostel.

I'm sorry that I don't remember exactly where the Mash recipes are but I know of a recipe location in the speak-easy-bar. It's in the same hidden room of the destilleries. Maybe a Mash recipe also spawns there sometimes instead of a destillery recipe?

Magazines give different recipes now, I believe I got it from one of them this save.

Oh yeah, there's that souvenir shop in the market. They sell magazines that give 5 random recipes sometimes. Really cheap, too.

On this current version I'm pretty sure I found the turnip mash recipe in/around the dam area below tenement B but to get there you need to do a few main quests first and I think the crafting recipes always spawn in the same place. But as golden witch said you might be able to get it in magazines which you can sign up for at the telemarketing office or by phone.
You can also be told the recipe by Max in the second/third "Story mission", and the recipe is interchangeable for any mashable items four turnip/carrot/potato/etc to one yeast to 5l of water This is not the same for making grain mashes which require sugar too

most mashing recipes follow the same formula so you can usually guess the recipe by just putting tons of the basic materials in the crafting station.

You don't ever need a recipe for mashing. You need water + yeast\mushrooms + ingredient (not leeks, onions or cabbage)
Yeast can be obtained from extracting it on a chemistry table from either dough (you'll find a lot of these in garbage cans), or mash. You can probably make fecal mash as well, but I've never tried that path.
Nevermind the yeast, extracting takes a lot of sitting around or paying O-Market - plant green mushrooms instead, they can be used as a substitute for yeast. The resulting alcohol is NOT safe to drink, unless you're already infected, and sells for a bit less, but you're saving on the yeast. Also, a certain well-done fellow in the Mines buys it for more, and he's far more wealthy than the alcoholic across from O-Market (Ivar, the orange mushrooms farmer, just go left twice when you first enter the Mines to find him).
Yes stay of the schrooms... save the yeast for you own qulity stuff.. ( healty body and mind ) sell the shroom mash to the speakeasy or the shroom shine tho whoever you happen to pass on you way around there can affort it.

The turnip Mash recipe can also be found In Kohola A level 5 in the easiest apartment to break into on the kitchen bench
