you need money yourself, so you can buy their inventory in order to sell valuables
Leave the gold items in an NPC's storage container and wait until it receives the owned/stolen tag. (eg the renovation guy's backroom locker; preferably somewhere where no one can see you 'steal' it back for retrieval). You should now have a better chance of selling it to Passmore as it's value has dropped.
Not sure if this strategy works. Please report back if it is successful. The whole thing relies on items gaining the stolen tag if left in NPC's storage and I haven't 100% confirmed this is the case.
