Stuck task ("Radio Signal") -Spoilers abound-

The task 'radio signal' has remained an active quest despite being seemingly resolved.

I spoke to the woman at the bottom of the staircase after getting the max masher job that send me to that building and she gave me the key to the weird lady's storage after I asked about her story. I poked around and found the jar of dirt and fingers and then went up to the apartment and found the bathtub with the body and mushrooms and the woman crying under the cover (and tried all the dialogue options with her). Since I've been a bit of a criminal I chose not to call the police over it and since then the quest has remained active with seemingly nothing more to do, and all tasks checked off. Talking to the woman in the stairwell does not let me bring up the mushroom body/woman or let me reconsider calling the police. Am I being stupid and missing something again or is this a bug?

You gotta wait until you've done enough renovations to open some new quests and dialogues. No bugs, the game is just a bit unclear until you progress a further.
