Money Exchange Safe code / Pin code?

Found the note for the money exchange that i assumed was the code but i have no clue to what it means, also have no clue on what the code for the pin is and what it does.

Well i know its for the safe and im assuming its something like the gang's safe combo since none of the numbers together work but i dont know how im supposed to read it correctly.

i was just in there and didnt find a safe (did find this same paper tho). it could be somewhere else but i wouldnt know where to start to look

The safe is right next to the guy who's running the exchange so the paper definitely has something to do with the safe.

the L and R, it's like, how many times you "tick" the dial to the left or right instead of absolute numbers

maybe you made a mistake? it did open up for me when i did that.. how many times did you try it?

L = left R = Right so for example if it says L5, R3 turn the dial left 5 times then turn the dial right 3 times so in the case the "code would be "5, 2"

the numbers are not the dirrect code they are only directions on how to get that code

the four number at the button of the note is for the keypad under the camera it turns it off so you can steal without being caught.
