Location of Deekula B, Basement B2

I am doing the Eliana part of the passport quest, she has sent me to Basement B2, but I cannot find it. Am I right in thinking its behind the pickable lock gate on the ground floor? I can see a room labeled B1 (possibly storage) to the right, and directly opposite is a sign thats lit up as 'lights'. I used 10 lockpicks trying to get in there, but not one worked, and the 'waiting tenant' shouts at me for lock picking. But if thats where Eliana wants me to go, I'll make and buy some more and keep trying. Unless theres a key?

Talk to that tenent, she'll give you a quest that has keys to the lockpickable door.
