Why does this game not come with the R18 patch installed?

Steam has other erotic vn games on here that dont come with the H scenes missing, so why is this and trap legend the exceptions?

Steam's policy on adult content is clearly written. Steam's actual enforcement of policy requires a coven of witches, ten Tarot decks and a planetary alignment to deduce. IIRC some other developers have been slapped with bans or store page removals for adult content that seemed to obey the policy.

If there is any gray area or uncertainty to how Steam will react it is just safer for the developer to release the unpatched version and let the easy to install patch be an open secret. Should it be that way? No. But it is.
