Treasure Hunting Kit?

I found a bottle with a message that told me to go to a lake and look under the dock there, after doing this i discovered a 'Treasure Hunting Kit' Module - installed the module, but it doesn't seem to do anything - is it a red herring ?

If the module is equipped in your loadout, you should be able to see the next treasure hunt message from the Modules section in your Inventory panel. Good luck!

Yes its installed, only message is:-
welcome to the hunt
you now have a tool
go for the gold
don't be a fool.

Yeah, that is the next clue. It's sort of a riddle, once you figure it out and take the appropriate action, it will change to the next stage. Hope this helps! :)

Thanks, I've progressed but now seem to require some module that will allow me to teleport to isolated spots within a lake.(that's my guess)

I only found 100 credits so far. there is no other clue. How to proceed?

The 100 credits is a different random event. Whenever you get the treasure hunt random event, you will receive a Treasure Hunt Kit module which will lead you through the clues.
