Fish Journal - Windling Speed
What exaclty does it indicate? The best speed to lure a fish while or the best speed to reel the fish after it bit?

I believe its while you are waiting for it to bite. When reeling it doesn't seem to matter as much.

It indicates which winding speed the species is most attracted to. A fish of that species will be more likely to bite a lure that is moving at its desired speed (or a stationary lure if it prefers that). Once the fish is on your line and you are bringing it in, you can wind at whatever speed you'd like. Winding faster with a fish on will increase the resistance more than winding slower which can result in the line breaking if the fish is large enough and/or your rod isn't very strong.
