How to achieve Mistress of Command?

(SPOILERS?) I've been trying to complete Madame Gazelle's story, however I only ever get as far as the first rendezvous cut scene where she gifts a dress and helps you...get dressed! Then nothing else happens and I just get stuck with the default court room ending and no epilogue with her. What's supposed to happen next? Have I missed something or is it a bug? How did everyone else do it?

BONUS QUESTION: Can you only complete a romance if they are the only one with the highest points/a smooch on their picture? Can you only rendezvous with one suitor? And is there only one location you can go with them? (That is what seems to be happening with me, and when I try to invite them to a rendezvous myself it won't let me click 'pick a location'). :/

You can court more than one suitor at a time. Due to the time constraints, 2-3 per playthrough are doable, depending on how many other questlines you want to follow. Dating 2 at a time is probably the most realistically doable scenario.

To be able to invite them on a date yourself, you first need to discover the dating locations on the Paris map. But you can also just wait for them to invite you to a rendezvous. Inviting them yourself isn't required.

The romance questlines are advanced in two possible ways:
- By talking to them at parties. For Honorade, you need to find her at Bourgeoisie parties. Save before you go to the party to see if she's available, reload the save a couple of times if she isn't.
- By doing their quests (marked in pink/purple) on the Paris map.

Of course, during each interaction you need to select the options that increase your points with them. Obviously.

The last quests of all romance questlines become available during chapter 3. They need to be completed before the finale, no matter which ending you're going for (courtroom / escape / Versailles / Revolution).

In reply to the bonus question, I just finished the playthrough in which I managed to "fully" date three of the love interests, but none of them ended being "lovingly entwined" with Yvette in the epilogue. That was her punishment for being too flirtatious. On the bright side, everyone survived except for her poor neglected fiancé.

Thanks for everyone's help! I got there in the end. :) I think I have now gotten all the achievements...except getting my head cut off, but I'm not complaining about that. :P
