Also check out that FAQ guide that Idol Ninja posted. Very helpful. He is the dude that has kept Saints Row 2 alive and playable.
Jump in \Program Files (x86)\Steam\SteamApps\common\Saints Row 2
Find SR2_pc.exe and right click on it then goto Properties now click on the Compatibility tab and check Disable display scaling on high DPI settings and click Apply and OK.
Windows 8 automatically sets Compatibility settings for programs and games so it set that for this game. So it might be needed and it might not.
Try deleting the setting.bat file. Located C:\Users\"Windows user name"\AppData\Local\THQ\Saints Row 2\settings.dat
What resolution you playing at? Could try: http://idolninja.saintsrowmods.com/sr2/tools/gibbedsaintsrow2resolution.zip

Was this a fresh download & install?
If you can't Verify integrity of game cache. Sounds like a bad install.
Uninstall in Steam then go in SteamApps & Common & delete Saints Row 2 folder.
Now go in the Users\"Windows user name"\AppData\Local and delete the THQ folder.
Steam backups saves online. Right click on Saints Row 2 in Steam, goto Properties. Then click on Updates then untick Enable Steam Cloud synchronization.
Install game then GotR & Powertools if needed(install unless CPU is 3.2GHZ. There is two versions of PT. Check my thread for more info).
Then exit game & re-enable Steam Cloud.

I wouldn't bother with co-op with a stranger. Find a buddy and use the same mods and have a blast! :D
Make a thread here and ask for someone else who has the game with GotR and or join the GotR steam group: http://steamcommunity.com/groups/gentlemenoftherow
