How is it their problem? Steam doesn't handle bugfixes, that's the developer's job.
As for the Developers, their job is clear: They didn't do a better job at all.
1. Valve isn't their QA team.
2. They can't do that. Valve can release bugfix mods, if they feel so inclined, but they can't just fiddle around in other people's games like that, nor would they take time out of their schedule to release patches for other developer's games from five years ago.
3. That's...possible. But really I don't think that was ever going to be a thing. It's not like this is the buggiest game on Steam. I mean, I already beat it with no problems.
Their job...is to not have done a better job?
Yes, this is a very buggy game on PC but that's not going to be the reason you're getting -0 fps...
I ran Saints Row 2 just fine with no mods at all, but I'm well above the recommended specs.
