Cant proceed or go back in menus

every time i open a tab in the main menu (like options or load game) it goes into said menu and lets me scroll up and down but i cant select anything or go back. I can open continue game but then it just crashes.

Just uninstall the game honestly, there are so many bugs that even if you fix the one you're dealing with you'll run into a dozen more that instantly CTD or lock your game to where you can't continue the story.
