Yes, both games have some similar mini-games like the taxi, ambulance and police missions, but SR2 manages to make them so much more over the top and unique. You also have the stunt jumps, but in SR2 you get to do rolls and flips and add some more crazyness to them.
In terms of overall chaos and sheer insanity Saints Row takes all the cake and beats the crap out of GTA. Gat would kick the crap out of Big Smoke any day. I think the Boss in SR2 would end up killing CJ or else making him his ♥♥♥♥♥♥.
Just my thoughts on the matter. I've actually had some major arguments with developers at Rockstar on this exact topic.
Plus, SR3 actually has the Adult Swim radio station. I freaked out then I first heard it driving with Shaundi to Friendly Fire during We're Going To Need Guns. Two of my favorite things got together and had some nasty lovin' going on. Nothing like hearing the Aqua Teen Hunger Force theme while you're mowing down innocent pedestrians and blasting away at the cops and gangs.
SR2 while similar to GTA San andreas, the city, peds, cars and pretty much everything is better including the story, it's a fantastic story.
SR3 is the exact opposite of GTA IV and is the biggest pardoy of the SR games, GTA IV was realistic and had a well written story, while SR3 was cartoony, wacky and had a bad predictable story.
SR4 is just SR3 but better in everyway, more fun, better story, more crazy and more rememble then SR3. However it is more similar to Prototype rather then GTA.
