Tags - How i can make it?

Hello, i have the steam-Version of the Game. I read it give Tags, but in the statistic i saw not this "collectible". I'm after Mission 1 and now in the Open World. I would like to tag, but if i stand before a Tag no option or anything else to do it. Is that not possible now (like after a later mission)? Or need i any item for it? Or it's in the steam-version not possible to tag?

You'll need to beat Mission 2 "Appointed Defender" to unlock most activities, diversions such as Tagging, and minigames.
