[FIXED] Dynamic Lighting and Shadow Maps causing extreme slowdown.
UPDATE: FIXED! I followed this guide. Specifically this bit

just press on start, then on the Search tab, type "cmd". A program named "cmd.exe" will appear.
Right click on it for its context menu, then click on "Run as Administrator".
In the CMD window, type "bcdedit /set useplatformclock true" without the quotes, then click enter and restart your PC.

Original Post below.

As the title says if I set both Dynamic Lighting and Shadow Maps to "All" the game runs as if it was set in slow motion (no FPS loss, just game speed loss). I do use powertools but I can't seem to set anything that fixes it there. Does anyone know a solution?

Unfortunately there is no solution other than using high performance CPU and GPU.
