Did you already install DirectX9?
DirectX End User Runtimes (June 2010)
https://www.microsoft.com/en-in/download/details.aspx?id=8109
I will download it now and give it a try, I think that I already have though
♥♥♥♥♥♥♥♥♥, that did it! Thank you so much, you don't know how much I've been looking forward to playing this game and I though it wasn't going to happen!

I'm also having the same problem that OP had :(
I don’t know much about Windows to be honest, just few basics. So I didn’t know. But, I did it, extracted in a folder and then from the folder I runned the setup, still nothing :/
I tried everything possible. The game is installed on the C: drive, applied the basic patch of the Gentlemen of the Raw mod, runned in compatibility mode, installed the DirectX package “bundled” with the game, tried to install the DirectX package discussed in this thread, also reinstalled Windows but nothing.
It’s on a MacBook Pro 16-inch with i7 9750H, 16 GB DDR4 2666 MHz and Radeon Pro 5300M. Windows 10 Pro.
Interestingly it works on an iMac 21,5” Late 2015 (which is without dedicated graphics but has Intel Iris Pro 6200 graphics, and has i5 5575R), I just moved the Saints Row 2 folder into the iMac’s Steam folder and it worked from first. But I would love to play it on the MacBook Pro 16” and I’m starting thinking it’s just something not possible (don’t know why)...
Just minutia (I think): iMac runs Windows 10 Pro (2004), the MacBook Pro 16” has a more updated version, Windows 10 Pro (20H2) but anyway previously was in 2004 build, with same results...
Thanks
Try to wait Saints Row 2 patched version in steam
I don’t know how much it will take for the patch on Steam to be released, if I remember correctly there’s a ‘team’ of only 2 member working on it... :/
Wait, what if I replace the MBP 16”’s Windows folder and the Program Files (x86) folder with the ones from the iMac where Saints Row 2 works? Is it possible?
Or are there any folder that I can try to “swap”?
EDIT: I could do it from the macOS partition with Paragon NTFS, if it would be worth a try
