There is no option I have seen in game to accomplish that.
It doesn't make sense, why would i wanna store my settings on steam cloud which are like 4 options, instead of my save file, which would be much more convenient. In fact it would be even possible to store both.
2) The way the cloud save works in this game is certainly misleading, or at least very easy to miss. People are at risk of losing a lot of time and effort if extra attention isn't spent doing something about this.
I would say the assumption for virtually any game using a Cloud Save (via Steam) is that when you play the game, it is being backed up. I don't care how you want to define that, but if I lost my machine, loaded Steam on another device (or same one, after a full reinstall), I could just download the game and continue where I left off. Period.
Just having 'settings' saved is ridiculous. I'd ALWAYS prefer that if there is a cloud save feature associated with a game, then you MUST save my game data and just ignore my settings...hopefully should be able to save those settings easily as well, but you really, really need to save my game data.
