Volume icon in tray is not muted?
Drivers are up to date?

Might want to also trying running it from explorer and then compatibility mode. Perhaps changing the compatibility will work. Win XP or possibly Vista.
"...Steam\steamapps\common\frontlines fuel of war\OpenAL\" and click on the icon there..."
Now start the game & Presto! Sound.
IF this does not work, do this:
C:\Documents and Settings\<User>\
My Documents\My Games\Frontlines - Fuel of War\GCGame\Config
Open GCEngine.ini
Check [ALAudio.ALAudioDevice] (this is from mine)
MaxChannels=128
UseEffectsProcessing=True
TimeBetweenHWUpdates=15
MinOggVorbisDuration=20
DeviceName=
ForceSoftwareDevice=True
ReverbGainFactor=1.0
Reduce MaxChannels from 128 to 32 or 16
If the still the problem persists then Change UseEffectsProcessing=False
