Bizarre. I had the opposite effect where my text is still smaller than I'd like but larger than what it was. But the mouse is microscopic. I'm playing on 4K at 3840 x 2160 resolution. Thanks for checking this thread still.
tldr
Yo Robot-Rob, were you ever able to find a good fix?
This link no longer works, are there any others available?

Soulstorm 4K: Edit: (see next comment below for link).
You don't actually need to mess with the UI scaling for the executable at all. If you have a brand new install and add these files you should be good to go.
How well the UI text works with higher resolutions is dependent on how large the font is. The default values with a new game install are microscopic on modern resolutions, so I created three different sets of modified files that work best with any resolution where the height values are either 1080, 1440, or 2160.
Your resolution's width values don't seem to affect how the text looks at all, so you can have 2560 x 1440 or 3440 x 1440 and it will look the same. With that said, if you run at a full ultrawide resolution it will stretch the UI elements themselves out, and it doesn't look as good as 2560 x 1440, but the size of the letterboxes are not too bad at that resolution.
These files can work with any viable font size you want to set (just use Notepad++ or something similar), but I did a lot of testing to get these looking as good as possible. I set a value of 36 for the 1080 files, 48 for the 1440 files, and 72 for the 4K files, but I didn't test those since I have an ultrawide and not a 4K monitor.
The other MAJOR problem with playing on modern resolutions was that increasing your resolution's width beyond a 4:3 aspect ratio meant that the camera would get so low to the ground that it was almost unplayable. Even then it was still pretty bad. I finally stumbled across a mod called Camera Zoom Mod made by someone named Falling-Toilet, and I've included that (with credit) in these file packages. You can run this in any aspect ratio - and happily for me in an ultrawide ratio like 21:9 - and be able to see all the way to the fog of war. It is super playable now.
I've included a readme, but just empty one of these zip files into your Soulstorm folder and fire the game up. Enjoy!
Brought the font size down from 72 to 40. Yields improved formatting for most fields.
The "Read Me" has been updated and files are available for immediate use. Tau'va!

Thanks for that!
Years later I know but this worked a treat.
So, after performing many Canticles of the Omnissiah, He has blessed me with some better looking fonts! I've mostly tried to find original fonts, but also added some more flavourful ones. I'm adding them with the same files Robot-Rob linked - just paste them into Dawn of War folder.

I have my font size set to 30, so if it's small you can enlarge it by changing numbers in the .fnt files. It also should work with GOTY edition and Dark Crusade, however I haven't checked them with GOTY.
Praise the Omnissiah!
GREAT JOB. Works perfect for 4k, maybe a splash big but it's a >99.99% improvement. THANK YOU
The fonts the author put in are waay too big, they are 100...
Simply like the post states, change those font sizes to 30 or 40.... I split the difference, and on 1920x1080 size 34 works great.
delete the ____tf files.
Simple fix, thank You again.
