Select Properties,
Select the Local Files tab,
Click on BROWSE LOCAL FILES... button.
It cannot make it any worse and is a 'per game' configuration, it will not impact your other DoW games.
No biggie.
Just try different settings until you find out what works.
I.e. Maybe your PC has two video cards and you are selecting the wrong one, or maybe you have the resolution set too high, too low, or to something your monitor does not support.
There is a fix for it that requires right clicking the game EXE files, going Properties, then selecting Windows 7 compatibility mode.
Select Properties,
Select the Local Files tab,
Click on BROWSE LOCAL FILES... button.
