IF I'd have to go with only one, I'd say whichever you play better with is stronger =P
Nope....
Space Marines are a ♥♥♥♥ load stronger than Chaos. Race has only ever been nerfed since vanilla Dow. 1v1 Cult nade spam still OP but if the SM player can still easily come out on top.
Tabletop-wise the stats of the loyalist and chaos SMs are the same, but your baseline loyalist space marines differ from their spiky equivalents in that only the loyalists have And They Shall No Know Fear by default. So while the loyalists are fearless, the Chaosy ones, due to having more of their own agenda and self interest (i.e. their lives) at stake, are more prone to turning tails in face of greater foes. In fact, all loyalist Space Marines, including scouts, have ATSKNF by default. Furthermore, not all CSMs are veterans. In fact, the special rule called "Veteran of the Long War", which just makes them a bit better at leadership (+1), and hate loyalist Space Marines (yup), costs an additional 1 pt per model for all baseline CSMs.
There's also the problem that on the Tabletop, the CSM units have little synergy. Most units are designed to fight their own battle, having little ability to aid their allies. Which is also why almost all Tabletop CSM and non-CSM players I know consider this army: "non-competitive". You just sort of throw your units at the targets they will likely do the most damage to, and hope the Gods of Chaos are in your favor today.
The fluff certainly reflects this, considering how it's made clear that they fight each other constantly in the Eye of Terra for their "little turf", coming out to real space only to acquire slaves and such. This has, naturally, become the one excuse why Abaddon failed so many times yet still able to treat all CSM warbands as his personal harem hound.
I DOWII however, I feel that CSM are better, but only because their T1 units are slightly cheaper than that of the loyalists'

but chaos is my favorate race saddly in all 40k games so far chaos is been really underpowered and weak.... have you see the ultramarines movie? 5 ultramarine rookies kill 100+ black legion 10 thousand year vet chaos marines because? ♥♥♥♥ you thats why Space marieeens #1
i really hate space marines BTW
but they are 1 of the best all round races in game.
this is true in dow vanilla Chaos was a race for me, it could upgrade its CSM with range\hp upgrades just like SM flamers\rpg\pg\hb too
even raptors could get Pgs
but now eversince WA chaos went bad to worse... its the weakest nerfed race in game. if you dont believe me vs a tau player with chaos... yeah hf geting HB out ranged by fire warriors berserkers losing in meele too IG squads because preists yep have fun using a paper race, its all front scary horns and deep voices, yet weak as ♥♥♥♥.
