Does that mean that I could only play in German, even if I got a key from, say, the UK? Is the language region-locked based on IP address, or...?

Its only important where the key is bought. If you buy the key in a region where the uncut version is sold, you will have the uncut version, regardless of where you activate the key. Vice versa will everyone get the cut version if he uses a key which was bought in Germany.

But I'm not sure if the complete edition is also restricted since I'm rather sure that i bought my key in Germany but I play the game in English.

Have you two bought the game outside Germany but are playing it inside Germany? If not, then I'm not really interested in your answers.

Because IP blocks for *running* the game do exist in Steam, so I'm wondering if this is the case here. It explicitly says "Customers in Germany". Other games that are restricted in the way you mention do have different wording.

Specifically THQ is known to not even let you activate some games of theirs in Germany, no matter where you bought it, so I don't trust them. At all.

Ich gehe mal davon aus, dass ich auf deutsch weiterschreiben kann. Bei welchen Spielen gibt es denn einen solchen IP Block, hab davon noch nie gehört. Ich kann jedenfalls wie gesagt alle DoW Teile in Deutschland in allem Sprachen spielen und habe es in Deutschland gekauft, ebenso scheint es auch nciht die gewaltgeminderte Version zu sein, auch wenn ich das ohne Vergleich schwer feststellen kann.

Mag sein dass das mit dem Patch zu tun hat bei dem Multiplayer von Gamespy auf Steam umgestellt wurde. Vielleicht haben jetzt alle die Internationale Version und der Hinweis auf der Seite ist nur vergessen worden. Ich kann jedenfalls auch auf Englisch und Französisch umstellen, weiß aber nicht mehr ob das schon immer so war.
