Soulstorm, naturally, but seeing as the Necrons we play as are Oldcrons, fluff and background materials are relevant when discussing nerfs and downgrades.

The necrons were badly broken in DC and they got a well deserved nerf. Now they are actually somewhat balanced but they STILL give many good races a very,very,very hard matchup (IG and Tau come to mind first,I heared that they are a pain in the ass for SM as well tough im not sure about that one).
Just stop complaning about SS actually balancing a broken race and go observe some half decent Necron players playing 1v1 online,or watch some of the stuff here. Necrons are still great.

The Tau, meanwhile, got their Kroot Carnivore health bonus spread to all Kroot Carnivore squads both present and future and Vespid squads spawn at full capacity, apart from their Strain Leader.

Yes,if there are corpses to canibalize Kroot can gain doble HP straight from the barracks,but that requiers that there is a carnivore squad doing nothing but standing around and eating for a while.
Vespids have been nerfed since Dark Crusade IIRC,so them coming full squad is so they remain useful.
But both of these are Tier 1. He said late game,which is Tier 4.

I'm not as experienced in the game as most people would be, but I can easily claim that Necrons have always been the type of race to build up slowly and be devastating if you let them reach their full potential. Their biggest downfall was and always will be their slow start-up time.

That being said, the Necrons in general are very powerful all-around. Compare Necron Warriors to some early-game units, as an example.

Necron Warriors are good all game long due to their amazing upgrates.
Another trick that most people dont know of - in Soulstorm Flayed ones have less HP that in DC but they gain more and more hp with every additional level of the monolith. This stacks with additonal monoliths,so if you get all 3 monoliths and upgrate them fully (tough I'm not sure if actually activating one makes his bonus go away) you can have flayed ones with 1450 hp total,which is more that fully upgrated Nobz. It isnt really doable in 1v1 or even 2v2,but in 3v3 and 4v4 it is if you even get 1 thermo plasma generator.

Then the Necron player must be a giant noob xD. But seriously ive never seen that, and i usually die to them. There was one game where it was SM vs Necrons and we won though.

I wouldn't even begin to be able to put together what people might consider a correct list.

I will say though, I remember when SS was released on steam, I'd be browsing the MP listings and I'd see a lot of descriptions like "1v1 no SoB".

What personally bugs me is that they made the Scarab Swarm anti-air. I mean, the only reason I can see for that is that they wanted to give all factions an airborn unit but as Necrons simply didn't have flyers back in the day, they made a half-assed attempt to make Scarab swarms flier.
