Darn, I was afraid of that...
Sure, I simply wanted to ask. I really hope someone re-uploads it.
I placed it in steamapps\common\Dawn of War Soulstorm\W40k\Data\
I uploaded "ZoomModSettings" to my dropbox. It let's you customize the camera how you want. Please note, I have not tested or used this in quite some time, but unless they changed something under the radar it should still work just fine.

Here's the readme:
YOU'VE FOUNT IT! Thank you very much for posting this! Emperor keep you, Bloodshot!
You might need this camera zoom mod (I'm not 100% sure, but I think it says it's a prerequisite)

The only difference I can see between this zoom mod 1.4 and the one on moddb is that it has 3 files and not just one.
Hope it works for you. :)
~~ty so much for making the zoom out program for dawn of war soulstorm.
Can anyone explain to me how to get the tool linked in the "answer" to this discussion to work? I've tried everything, but it just keeps saying there was an error writing the file.
