Why is Vance Stubbs a meme?

Seems to me he's just another undeveloped commander like most other ones from the soulstorm campaign. (asiade from Boreale, the "WE HAF LOLST YUO" Tau, and maybe Carron. They're equally bad in character developement but at least they're entertaining.)

So what's with all the "Vance ♥♥♥♥♥♥♥♥♥♥♥♥♥ Stubbs" memes? He doesn't have any meme worthy quotes, nor anything worth bringing up at all for that matter. Maybe his Kauravan pattern baldness (not completely, but soon, like kripp) could've been a thing, but that's not that's being memed.

Or is it his mediocrity and blandness made him into the meme that he is?

Okay, I'll try to explain it the best I can.

Basically people took his blandness and underdevelopment and the silly things guardsmen can do in cut-scenes and decided to pretend it was just as planned. He casually interrupts his Commissar who almost shrinks at his mere presence, he hears about 100 Baneblades being sent out to serve and simply says "I see".

Two of his guardsmen alone were able to rampage through a chaos stronghold while Vance ♥♥♥♥♥♥♥♥♥♥♥♥♥ Stubbs eviscerated a chaos lord.

Basically a bunch of memes and shenanigans. It started out small and has spiraled out of control. The facts that he is a meme is a meme in itself.
