In the forest. You'll need the crossbow.

Azure Dragon Flies are located in the forest. They are a lot faster than the love beetles so i would recommend a better crossbow for capturing them. You only need three to unlock more outfits and they only sell for 10 money each, so i wouldn't recommend farming them for money.
