new to game :recruit scout

it tells me i need to recruit scout but I don't have enough 'manager points'. I keep winning by ko but I still have only 2 manager points which have been spent. How do I get more?

You'll gain manager exp but yeah that seems like a flaw that it doesn't force you to spend a point on that. In my first game I took scout right away so I didn't encounter this problem but I did think about what would happen if I hadn't.
