there is no information about the buddy pass, guess pass or anything similiar.
i believe steam in-home streaming can be use on Local co-op (couch co-op) if you are on the same local network. or you can just play together by passing the Control on the same computer (i think the game have that mode where it assign players to control which character)
it's also not very nice to expect a free product from those who make a living making said product.
I dont expect a free product, its also not nice to ask customers to buy the same product twice to get the full experience. They could do the same thing as a way out did.
Offline Mode could possibly be a way but many games don't let you play multiplayer/koop without a connection to Steam (for example Tabletop Simulator or Black Ops 3).
But Offilne Mode could possilby be a way just if the game really supports lan. But as far as i know, it just supports "local koop" as in "There is a special mode which you play on the same pc (so you basically switch the gamepad through after you played the part of the character you choose, so the mode you described). Not sure if it really supports lan for the normale Coop-Campaign
