1. Right click on the exe listed above and select properties
2. In the compatibility tab activate the 16 bit reduced color mode(dosent effect the graphics in any noticable way) and check disable full screen optimizations
3. Ive also used the program full adress aware on the exe in the bin folder
Again im not sure which 3 is helping but since doing all this and moving on to different maps and reloading them with the enemies that were normally spawned when the fps tanks ive had it only drop to around 30-40 fps for a couple of secs dont know if this will help anyone but it has so far worked for me after 3 hours. Ive even used the hd textures mod in the guides to see if that affected it and still no major fps drops. Ive yet to check out the mod that replace the particle effects so that might help to since screwing with this issue im certin its lighting and spell effects that are causing it. It seems to happen most when textures are set to the highest setting, dynamic lighting is ticked on, and detail of spell effect is set to anything higher than low ive got everything else maxed out and no game breaking fps drops so far. Ill keep updating as i get farther into the game if it gets real bad again. The effects in particular that seems to cause in are the chompers turning onto morphites, the imps that shoot the kighting ball, and the portal that spawns the 3 demons out of the floor. Hopefully this keeps working and helps others. If it still is working by thursday or friday ill try to stream it here on steam so people can see for themselves if anyone is interested.....
1 ran it in window
2 set shader quailty to high imstead of very high ( set shadows to the lowest setting other wise the shadows glitch out)
3 ran in windows xp compatibility mode
4 turn model view distance down to medium or high
5 turn off aa and vsync( both of these seemed to have no effect on visuals)
As a note it hasnt stopped the fps bug but has mitigated it. When the bug kicks in it drops to around 20-30 fps. So after all this experimentation i think its conclusive the fps bug is caused by 2 things 1 the lighting engine is largely broken 2. The game respawns to many enemies at once and cant handle placing them in the maps. The only real fix that could come about would be some one in the modding community porting the files related to the lighting and particle effects from the retail copy but i dont know how feasible that is or if it is even possible.

From Zor (the guy that made the workaround):
"...The game makes an excessive number of ray cast queries under certain circumstances. Disabling ray casting altogether makes the game playable. This is done by patching the hkpMoppLongRayVirtualMachine::queryRayOnTree() function from the Havok Physics library used in the game, so that it simply returns rather than running the bytecode passed to it..."
The Steam version of the game is broken and pretty much abandonware. You'd be better off picking this game up on eBay or Amazon for $15 and playing it with the Revival updates. Don't get me wrong, I absolutely love Hellgate London, but this version sitting here on Steam should be pulled down.
EDIT: I have a few posts in this thread that talk about getting the workaround setup --
