Game ends after final boss?

After defeating the final boss why the Tokyo expansion not start? Why the credits roll?

If i remember correct ( played this hellgate london some time ago ) there is quest in one of previous stations that start Tokyo expansion. Tokyo expansion isn't "next map" after last boss but still i think you need kill him to unlock this quest. I just don't remember if it will be quest chain or straight go into expansion.
