Low FPS Problem

Haven't played for several month. I open it today and the game now starts with 12 FPS.... Is there anyway to fix it? I know it's a lot easier than 60 but it sucks that each boss takes more than 5 minutes to finish....

I never got this bug while playing touhou 15, but sometimes when I have problem with low fps in other games I just have to charge my laptop (or other portable device) (even if it's on 100%). If you play on PC I don't know what causes this problem, sorry.
