He hasn't posted in ages so not sure how "every time that he post stuff he was getting negative comments", he needs to grow a thicker skin if that is what his issue is.
He obviously has no idea that keeping the community informed (which he doesn't do) is what sells a game, being silent because people hurt his lil' feelings does not sell games.
Yeah, coming along nicely... He could post some new screenshots or better yet videos on the store page to show this "coming along nicely".
Honestly, I think this is BS. He's free to post new screenshots, or videos, hell, he can even post updates on the forum and lock to the topic so that nobody can reply to it, but he chooses not to.
I hope he's still working on it full time but I have my doubts.
And yes I did mention to him he does need to get a community behind him to make a success of the game and he said once he has it in better condition he will show case it.
Do what you think is right, if you feel it's fraud and needs to be reported go for it and let steam decide, but I'm pretty sure they'll disagree with you.
So far he's done nothing but created a steam store page with no way to buy it here at Steam.
I could do the same and list an idea for a game and as long as I don't take money for it, with fraudulent intentions it's nothing more than an advertisement for my idea for a game.
Umm, how is it fraudulent if it's just a listing and you can't even purchase anything? Oh yeah the "actions of the dev" speak so clearly. You'd have an actual argument if we had already paid for the game.

I did find this video that around the 6:50 mark might show some new footage from late 2019. https://www.youtube.com/watch?v=TnjMFX5g1sU
Reddit also has an update in 11/2019.

Sorry to disappoint you however it's old footage. The shot at 6:50 is from a tweet on 9th November 2019, which incidentally is the last tweet posted on the account. Rest of it looks to be other tweets or Youtube footage (nothing on there since Feb 2019)
I don't think 8 months ago is a promising sign that the game is still being worked on :)
Imagine working single-handedly for months on a complex game-rule pr feature on;y to get random people's comments that say, 'meh, seems underwhelming"
It's heartbreaking and is a huge blow to the confidence.
He was at least open enough to tell people about the project. We aren't his publisher or his investor that he'd HAVE to keep us informed. Let the guy work :)
your reply is exactly where the problem is and why this project can fail before it even starts.
You cannot deal with your customers, how will you deal with their feedback once you release in early access?
Grow a backbone and deal with it
