Quick way is to invest in the orange box. You can open one for 120,000 papers, don't bother with the lowest level ones. Along the keys, that is the 'intended' way to earn those blueprints.
Thankfully with the new update, blueprints counts in the double gain. Getting one is rare enough, but at least you wil lbe having two.
Then there is the daily quest board. It takes a whole month of playtime, but eventually you will receive some blueprints. (and other juicy rewards.)
Finally, you can craft them too. A Special I can be crafted from the scrolls. You always end up with a lot of agility compared to exp or strength. But of course the 5 to 1 ratio to upgrade from a class to another doesn't make it reliable to get the rarest ones.
