It's rated R18+ References to Sexual Violence, and all sexual violence is High Impact in our rating system, so yeah HISV is still there.
Basically just copied the ratings from the Vita versions, too much effort/cost to fight the R18+ determination.
The target audience doesn't care, and the attention drawn to the series by the meme rating is probably worth more than they'd like to admit.

It's more of a joke about Australian rating system. If I remember correctly, it's because of a character that likes to engage in skinship with the girls (while being girl herself) in the usual anime style.
