What I've noticed from my playthrough is that as long as I get 10 stars on the required assignment, I will get 3 gold stars for Evaluation Day. It doesn't matter if the red stars fill up completely or not; you will still get the 3 gold stars.
Edit: 3 gold stars is the highest possible outcome for Eval Day.

Thanks tho I thought 3 stars on eval would be low but if its the max I have nothing to fear.
Also, something else, have you blown up the boulder on Spirit's Path in National Mines yet? I just can't do it. I have used ice, bag and normal bombs, of various qualities and traits. My best bomb was a bag bomb with a quality of over 70, with swarm slayer, quality up and forceful and spikes. Yet it still did not work... this took most of my best ingredients, as I still get D ingredients very, very often.
This frustrated me as well. It would seem that quality level has no weight in how much damage it would deal to blockages. You need an ice bomb with "Ice M" effect to destroy breakable(?) boulders. The (red) bomb and "Ice S" ice bomb can only destroy fragile-looking boulders. As for pillars and further blockages, you would need another type of bomb (balbomb) because the "Ice M" bomb would not blow it up anymore.
Now that I think about it, I never actually made any, haha! Mild story spoiler - I made the homonculus do it.
When you craft items, there is a bar under each ingredient. It can be either red or pink. The red ones determine an item's effects, such as Ice M. You can easily find which items get the effect by sorting them by category. The pink bar doesn't really matter, as far as I can tell.
In case you really don't have items to make Ice M bombs, I read up online that you can use spiky-filled bag bombs as well. It would need a high quality level ice bomb to make.
Thanks again
