youth development work?

How does youth development work?
Do i need to have u23 team?
And how does scouting work?

I want to have young riders and grow them to very good, i am continal pro team now in 3 season

To me Youth Development has not matured yet within the game (or at least in the 2019 version) as it is very strange for me. I was able to create a Youth team in my first season (despite being Continental) for some reason but in my second season (also Continental) I got a message stating I couldn't create a U23 because it's not allowed in Conti...? (potentially a bug?)

Once you create a team you get the amount of riders that you selected and they seem to compete in the U23 races but you can't see their results properly or how they are developing I think. Potential is shown but potential seems related to the level of the scout as when I changed my scout to a higher level it changed completely for some riders.

My questions (also why I'm saying not matured yet):
- I couldn't find out how to train them or how to see the axis of training?
- I assume they use your normal trainers as I can't find any other way to hire trainers (so getting higher level trainers makes them develop better/faster?)?
- what does the region do is unclear to me as I didn't play around with it too much yet (except that I assume yet get foreign riders when you set it to World vs Country)?
- I assume that a higher level scout gives you a higher chance of a better rider?

How scouting works is unclear to me (maybe others know this?) as you can out riders on a shortlist and then select 1 for close monitoring?

What I noticed is that you can easily find way better riders (without a contract) during the transfer window when you sort on age (ascending) and just look at the average skill.

Found out that it looks like training axis can be changed via teams screen and then goto development team and training tab. Via individual rider it doesn’t seem possible.
