Nearly all skills matter and few matter much more than others circumstance depending.
Time Trial, Prologue and Cobblestones are specific you wont need them except for their specific circumstance.
Flat is usefull to preserve red and yellow. But not essential.
Mountain and Hill will help you with Mountain stages obviously.
60 effort is 100% mountain
and I think
85 effort is 100% hill attribute
70-73 is about 50/50.
Acceleration and Sprint obviously help with the sprint stages, but you have to be there and there is a skill to getting into the right position. Took me many many hours of play and frustration to get good at this.
Stamina, Resilience and Recovery are all very important to have the most energy at the end of a stage.
For some easier points - focus on mountain, hill and recovery. This will help you with those hilly and mountain stages. A good combo is
Stage Racer
Climber
If you pick climber as primary it kills your flat but maximises your mountain obviously.

@Zebro, I went for the XP one first. I wouldnt invest much in the observation stuff yet, since that just makes you learn about others and better your rider.
I went for XP for long term quicker XP, But other skills might indirectly give quicker XP like Fitness Peak if they give an extra win...
Last year it was 85 effort is 100% mountain and 95 effort is 100% hill.
Another question. If you attack on a mountain, is it then your hill or mountain stat that is being used (together with acceleration i guess)?
My guess would be hill since an attack is 100 effort (I guess).
The only thing that acceleration does is to lower the amount of time required to get to that top speed defined by your hill stat, the slope, and by how full your stamina bar (green) is.
Side note: Aerodynamic Downhill is my favorite!!!

Mountain is below 85% effort,and hill is above 95%,between 85%~95% that is
collective effect.
By the way, Attack = 100%effort + passing maneuver i guess.
