How do I sneak in to a house?

I'm playing this on ps4, but also bought it for pc.

I'm at the quest were it says steal items and fence them. It hints at sneaking in houses. I've not managed to sneak in, but i've used a crowbar got in and stole items, though these don't count it seems.

I'm assuming i need a lockpick but where do I get them from? and Where is the fence? Why doesn't the items I stole not sneaking it (just breaking in) count?

You can break in any way you like, using a crowbar, rock, or lockpick in order to steal people's valuables. Using a lockpick, or the key if you've lifted it from the owner, will allow you to enter the property undetected, giving you as much time as you want to fill your bag. Once you've taken your fill, the nice guy at the pawn shop will fence the goods, and the art dealer will take any paintings off your hands.
