Dwayne-Tow Truck-None-Spawns after new car

Maybe others can replicate:

Get a mission from Dwayne
Approach the target
Now die
Game says "Wasted" and it gives you a chance to restart mission...take it

Now you're back at Dwaynes

Do you see the Tow Truck? I can't. Ive exited the frame, went back; nothing. Kinda waited a few seconds; nothing.

I "broke into" the other vehicle nearby and once i was in, I backed up and voila the Tow Truck appeared.

Is there a secret I'm missing? Like "if the tow truck isn't there, due to mission failure wait a precise 2minutes and Tow Truck will appear; just be clear of the Truck area"?

When the tow truck is missing, I've walked back into the building, the game offers to cancel the mission, and I hit the back button so that the mission doesn't cancel. When Will leaves Dwayne's office, the tow truck appears in its parking spot.
