Devs said it would be 'Brutal' for solo players and that it's actually meant to be played with others ..

It does seem that Neighborhood Watch isn't supposed to be played solo based on what the devs have said and a lot of Youtube videos where solo players fail Day 5 consistently.
However, there is one video where a solo player managed to beat Day 5 with 2 doors having a sliver of health left lol This could mean that this mode could be just slightly tweaked (door's durability boost could be an easy tweak) to still keep it hard but doable when played solo. This would allow people who love to solo horde/wave based modes to fully enjoy this mode and it would make it possible to play Neighborhood Watch even when the player base drops.
So, I see this more as an easy-to-implement additional option than a fix.
I don't have the game and I am not sure if you can play this mode offline which would make this additional option for solo players make even more sense.
No, you have to sign in the the online game service to even be able to start a lobby.

No they would not even be able to try.

There was ample time during the development to ponder that, and it was chosen not to.
The Devs even said that trying to do it solo would be brutal at best, so obviously they did think about what if someone tries it solo, and decided to stick the the plan.
So the "want to" would seem to be non present.
Seems reasonable enough on their part, they did 2 full fledged DLC's of content that is entirely solo playable, this small one they wanted to make just for co-op play.

For longevity, it would be a decent idea for them to do a bit more tuning of difficulty for # of players. I am always playing solo, and even when I queue for multiplayer I only ever see 1 or 2 people, and they often quit because it's too hard for them. I would love for this to be a mode I can keep coming back to and chill with.
