What the sense of "speed" stat of melee weapons?

The third stat that is always 1.0. But in fact, swing frequency is differs – is it a bug, that stat is always shows 1.0?

The 3rd stat on my weapons is not a "1". Mine show everything from 12 to 65 (68?).

Reinstalled the game, but weapon's speed stats is still 1.0. And also, in some screenshots I also see it's 1.0 for all melee: https://megagames.com/editorials/top-10-best-weapons-dead-island-2-ranked-and-how-get-them

I think my game has higher numbers in the speed stat too. That article might be outdated (its from May) and your game may be outdated as well.

The weapon stats depend on weapon mods and character stats:
One of the more obtuse weapon attributes in the game, Speed is a measure of how fast the weapon attacks… relative to that item type. Most weapons have a base Speed of 1.0, but two weapons with a 1.0 Speed may have significantly different attack speeds - claymore and a katana, for example. This makes the informational utility of the stat somewhat dubious, although various upgrades may make specific weapons faster than their type normally is.
