Epic Online Services Is Required And Not Optional
Seems like EOS isn't optional.

Hello, The Epic Games Launcher isn't required to play the game. If you prefer enjoying either single-player or multiplayer with other Steam users, you won't need the Epic Games Launcher.

However, for crossplay with players who own the game on EGS, the launcher will be necessary to sync up friends lists. Additionally, if players wish to unlock extras through PROS (such as skins, etc.), they will need to link an Epic account.

That's a lie. I can confirm that after launching the game through Steam, the first thing I saw was some sort of Epic installer that installed the Epic Online Services to my PC. You may not need the launcher itself, but the EOS are installed on your system.

Just some additional testimony of the community manager playing fast and loose with the truth and someone who purchased the game confirming the installation of Epic Online Services.

EOS is required, just like with many other games sadly.

But you don't need an actual EGS account or, heaven forbid, install the launcher.

It requires the installation of EOS though, as opposed to other games which use EOS but do not require any installation of EOS (Dying Light 2, for example).

I had this same issue so I installed EOS, but continued to get the same image. It seems EpicOnlineServices.msi isn't installed so I had to manually install it and now it works.
manually install Epic online services by going to: C:\Program Files (x86)\Epic Games\Launcher\Portal\Extras\EOS\EpicOnlineServices.msi and the installer ran successfully fixing the issue.

once you get in, when it asks for current email address, press the "x" at the top right of the screen. No email I entered worked. I hate all the hoops needed to jump through just to play a game..

True, it's a tad weird.

The issue would be the requirement and need to install Epic Online Services onto one's PC despite it only being "needed" for cross-play. Gotham Knights recently had this requirement and because of issues it caused, it stopped being a thing a patch later.

If a player has no need for cross-play, why is it that they're forced to install Epic Online Services onto their PC?

Nope. Even if you want to play offline, you still need to install Epic Online Services or the game won't function.

I'm sure you're trying to be helpful, but this isn't a troubleshooting thread. This is a discussion thread pointing out that Epic Online Services requires an installation regardless of whether or not the player wants to cross-play with people playing on the Epic platform.

Epic Online Services installation is not optional.
