2. you can't transfer game licenses between platforms, you have to buy to play on steam
Generally speaking with PC games that are on different stores (except maybe the Windows Store) you can manually copy and paste the save files as the structure is usually the same.
I did this for Borderlands 3 from the Epic Store to Steam a while back and it worked fine.
You need to find the file path for the Epic saves.
Boot up DI2 on Steam and make a character just so the folders are made and saved. Exit.
Then find those newly made Steam folders and match up the file paths, and you should be good to go.
Sometimes you might need to copy and paste the files while the game is running so Steam cloud save system copies them properly, sometimes copying before or after can cause the Steam cloud service to get a bit pissy.
