Why do Amy and Jacob cost extra?

Aren't all 6 characters in the base games?

When I check the store page, i get the impression the DLC is just extra skins and weapons.

I try to google, but I am not seeing DLC characters, only outfits.

If someone with standard edition can confirm, I'd appreciate it.

All 6 characters are playable with the base game. Those packs you see on the store are costumes.

Yeah all characters are in the base game so I have no idea what these people are talking about. Miss information spreads like wildfire in these steam forums as of late.

Yes, you just got skins for Jacob and Amy. Character you have still in base game.
