Missing Steve mini quest help

Hi,, So I found Steve at his house. However he is looking for 3 ZOMBIE types, the last I cannot find it. It's called the villain. Where can you find it" Found burning hunk, the hero, just not this one . I'm playing the night time sequence. Does that make a difference? It shouldn't.

Any help please, I'm stuck.

that one is a butcher (annoying arm blades guy).

Edit: you can restart the session by going to the main menu and reloading if you dont get one near the house. they all spawn near the house.
