They Have Beyond Messed Up With Character Storage

If you have gone through the game like i have and started collecting a whole collection of one of each weapon in the game at lvl 30 so you can mod them and have fun with them you will soon find this out,

No:1 There are not enough spaces in your locker for 1 of each weapon in the game so you are going to have to just not have some of them.

No:2 Your inventory is shared between your characters so all your new fresh characters now have 0 inventory space and you cannot now use any of the weapons as they are all too high level for you.

The really really simple way around this would of been to have a shared tab in the locker and a personal tab in the locker, problem solved, but nooooo, now all of your new characters have only the space of what you have got carried on you unless you want to delete all your high level weapons for your other character.
