The devs did specifically say to play it "offline" meant we'd have to move Steam offline. That would suggest otherwise that it's always online.

It should be possible to play offline. You need to switch Steam to offline mode. Here's how to do it:

-Open Steam.

are you really having a hard time understanding that this game is not always online, and that a game that IS always online cannot be played offline, and has no offline mode?

You can play offline, put steam in offline mode. Take your internet cable out of your computer. Start game, play singleplayer.

Well, you have to download the game with internet anyways, so after just start the game, it will install eos, then you can go offline on steam and play.
