Why is my DLC outfit locked?

I just unlocked the cosplay menu, and all the skins are available, except the one I paid for, is this a joke? (Amy Neurunner)

Thanks, but its resolved now. I verified the files and then it worked

If you followed the advice of some reviews and deleted some folders to disable Epic services, then you also disabled that the game can read and unlock the DLCs you own. So dont delete any folders and start the game normally. Thats what fixed it for me
